Background of SARPV
Social Assistance and Rehabilitation for the Physically Vulnerable (SARPV) is devoted to work for the most underprivileged and marginalized vulnerable groups of the society for their socioeconomic development to transform them as productive human resource with a dignified lifestyle. People with Disability are the prime focus of our every work. Along with the disability issue SARPV is also intervening in various sensitive issues like poverty eradication, educational support, health service providing, establishing rights, climate change and DRM, skill development to integrate the vulnerable groups in the mainstream of society those who are leading life with uncertainty in the society.
SARPV adopted Community Based Rehabilitation (CBR) strategy for main streaming the persons with disability in the society. Over the years we have changed our approaches from CBR and develop self-help group consist of peoples with disabilities so that they can raise their voice strongly and claim their rights from the service providers.
Bangladesh is a disaster prone area, and people with disabilities suffer a lot during natural disaster and lots of people became disabled as a result of natural disaster. SARPV is one of first organization who has extended their support to the people with disability during and after disaster. We work to sensitize different stakeholders how to reduce the vulnerability of becoming disabled during disaster and how to handle the people with disabilities during and after disaster.
SARPV is an advocacy organization and we do advocacy with policy makers, local government, GOs and NGOs, community people, family members of disabled people in order to ensure the rights and accessibility of peoples with disabilities.
Rationale for Survey
Rickets is a skeletal disorder that’s caused by a lack of vitamin D, calcium, or phosphate. These nutrients are important for the development of strong, healthy bones. People with rickets may have weak and soft bones, stunted growth, and, in severe cases, skeletal deformities.
Under the project SARPV will provide necessary medical and referral support to the rickets patients in the following camps and host communities.

Objectives of the survey
The specific objectives of the survey are —
- To estimate the person with disability (PwD) among the targeted area people.
- To determine the calcium deficiency rickets prevalence among children aged 6 months to 13 years
- To assess the intake of calcium rich food for children aged 6 months to 13 years
- To determine the access to safe water and sanitation facilities
- To propose recommendations in terms of program implementation and rickets surveillance according to the findings.
Requirements
Level of effort
The level of effort required for the completion of the tasks should not exceed a total of 30 (thirty) days and is expected to commence on or about April 1, 2021 and be completed by April 19, 2021. The number of days assigned to each key expert should be stated in the technical proposal and the budget.
Personnel Key experts
The selected consultant should have specialist expertise and will possess demonstrated skills and experience in the field.
Key expert selected leader will be responsible for the preparation and presentation of the draft and final survey reports and other required documents and reports as well as the work towards achieving the objectives of this terms of reference.
Qualifications and skills: University degree in related field. Master’s degree and specialist training in baseline survey, environmental management or related fields will be considered an asset.
General professional experience: At least five years’ experience in the field. Have to experience to conduct rickets survey.
Specific professional experience: A minimum of 05 (five) years of experience with a proven professional record, preferably working in the field of baseline survey especially in rohingya camps; have excellent record in human relations; and demonstrated evidence of successful project management, team coordination and reporting.
Terms and Condition of Consultant:
- Avoid involvement in any activities that are illegal, or contravene human rights, or compromise the work of SARPV.
- SARPV will keep zero tolerance policy with regard to sexual harassment, violence against women and children, Anti state activities, terrorism activity and financial misconduct.
- SARPV Employees and Related Personnel must immediately report any concerns or suspicions they have regarding possible violations of this Policy by a SARPV Employee or Related Personnel via SARPV’s reporting mechanism. Employees and Related Personnel must report any such concerns even when the person who may be in violation of this Policy is Related Personnel, as previously defined, and not a SARPV Employee.
- Report any incident, concern or suspicion regarding any breaches of this Code of Conduct.
- Employees and Related Personnel must undertake to create and maintain an environment that promotes implementation of this policy.
Interested consultants’ firms are requested to apply along with necessary registration certificates copy, certificates of experience, work completion certificate in related field, work methodology, total budget with breakdown and any other documents consultants wish to attach.
