Social Assistance and Rehabilitation for the Physically Vulnerable (SARPV) was established in 1988, a non-profit organization advocating for equal rights and social inclusion for people with a disability in Bangladesh, particularly the underprivileged. We provide medical treatment, primary education, vocational training, emergency financial aid and community support to our beneficiaries, their families and communities to encourage social acceptance, empowerment and independence of people with a disability.

Program Title: Delivering Health, Nutrition and Livelihood, and Protection services for Rohingya Refugees and vulnerable host communities in Cox’s Bazar, Bangladesh
Job purpose:
Program implementation oversight including planning, initiation, quality service delivery, monitoring and evaluation, reporting, procurement tracking, budget management and coordination with partners, consortium, sectors and local authorities.
Liaises with:
- Programmatically with other SARPV’s Cox’s Bazar Program managers and coordinators, and externally with consortium implementation team
- Operationally with SARPV departments of HR, finance, logistics, MEAL and externally with authorities at camp and district level, and relevant sectors in Cox’s Bazar Rohingya response.
Main duties & Responsibilities:
Program Implementation
- Coordinate Program start up activities including inception meetings, recruitment, procurement plan and local authorities permissions.
- Ensure capacity build of Program team for quality Program implementation, of the nutrition and livelihoods components and associated approaches
- Oversee the Program beneficiaries selection process to ensure impartiality in identification of the vulnerable groups, within the Program coverage areas.
- Oversee formation of Care Groups, Groups of older people and other Program beneficiary groups according to Program design, and likewise support local partner
- Support the development and adaption of context specific IEC materials for training and capacity building of Program staff and beneficiaries
- Lead the team to operationalise a regular cascading training plan for staff, Care Groups, Older people groups, behaviour influencers groups as per Program design
- Support Program team to ensure quality sessions on maternal, infant and young child nutrition, participatory cooking sessions, home gardening and small businesses
- Ensure timely procurement and distribution of Program materials to target beneficiaries, for timely Program implementation as per agreed Program design
- Undertake regular field visits offering for on the job support and coaching to the Program team to maintain high quality and accountability to beneficiaries.
Budget Management
- Ensure that SARPV administrative and financial policies and procedures are understood and followed by all Program staff and volunteers.
- Ensure that the Program budget and expenditure plans are in place for all activities and monitored regularly with Program team, logistics and finance teams.
- Be proactive against unusual transactions; variations from established procedures or any practices which do not demonstrate transparency and accountability.
- Budget holder with expenditure authorization responsibility according to delegation of authority and SARPV financial policy and procedures, and donor compliance guidelines.
Coordination
- Coordinate with consortium partners and local partners in this Program, relevant sectors and agencies in camps for mutual support and smooth implementation.
- Liaison with government bodies and SARPV government liaison team to seek approval for Program implementation, such as FD7 process, RRRC and CiC requests
- Ensure active participation in camp level coordination meetings with local authorities such as site management and CiC, and/or with other organizations
- Represent SARPV at consortium coordination meetings such as the Program implementation committee and community engagement working group
- Support effective coordination, collaboration and networking across the wider humanitarian community in the Rohingya Response through relevant sectors
- Work closely with other SARPV Program teams to ensure integration of all Programs within SARPV, for smooth operation and mutual support.
Human Resource Management
- Support HR department to ensure timely recruitment of qualified Program staff.
- Monitor staff performance and ensure timely performance development reviews.
- Ensure staff welfare, safety and security in liaison with HR.
- Ensure an enabling, friendly, collaborative and professional working culture within the Program team, and adherence to SARPV policies and procedures.
Monitoring and Evaluation
- Work with MEAL team to ensure that there is Program M&E system in place with regular systematic activity review for tracking Program progress against targets.
- Ensure that the Program maintains an updated database to track key Program outputs against set targets.
- Organize regular progress meetings with Program staff to review progress of Program deliverables against targets as stipulated in the logframe.
- Support MEAL team to organise and implement surveys, evaluations and learning documentation of Program achievements
- Liase with MEAL, Advisors and Emergency Director to set up and sustain a feedback mechanism for accountability to program staff and beneficiaries
Reporting
- Ensure that the Program submits high quality Program reports within agreed time line and formats to demonstrate Program results, as agreed in the consortium.
- Work with MEAL team to maintain a database of activity reports and supporting documents and tools according to the detailed implementation plan and logframe
- Coordinate and ensure that Program reports are analyzed and learning generated to inform program and advocacy actions and/or decisions.
- Ensure that the best practices, case studies and success stories are well captured, following compliance and accountability guidelines.
Additional Roles
- Promote and ensure compliance with the requirements of SARPV HR policies, SARPV’s Code of Conduct and its associated policies and Core Humanitarian Standards of Accountability to ensure protection to programme beneficiaries.
Perform other duties assigned by the Advisors or Emergency Director
Person specifications:
- Masters or Bachelors degree in Nutrition or Food Security related fields
- 3 years progressively management work experience in Nutrition or Food Security
- Experience in managing Program budget is required
- Good computer and report writing skills are required
- Strong written and verbal communication skills in English is required
- Experience with the Care Group approach would be an advantage
- Experience working with older people over 60 years would be an advantage
Good knowledge on Rohingya refugee context is desirable

Salary: BDT 120000 excluding other allowance (TA, Mobile etc. as per organization)
